Frontier AI employees call for tools to pace automated AI development

The July 2026 Pacing the Frontier statement says it was signed by 1,178 employees of frontier AI companies, in their personal capacities. It asks the U.S. government to support an international effort to develop the technical and governance tools needed to deliberately pace automated AI development. Its immediate diagnosis is a coordination problem: a company or country that slows alone may lose out, even when its people think more time is needed for security, oversight, and risk work.

That is this project’s coordination bottleneck (Ch. 13) in a concrete form. Private caution does not automatically become collective action when authority, incentives, and timing point elsewhere. The statement makes the problem more legible. It does not, by itself, create the power to pause, the evidence standard for doing so, or a way to prevent risk from moving to an uncertified channel.

The relevant question from Ch. 37Ch. 38 is therefore operational: what artifact turns a warning into a decision? A release gate, shared capability evidence, an independent review path, and a defined authority to delay or restrict deployment would be candidates. They must be specific enough to use under pressure, and designed against evasion or paperwork-only compliance. This project treats a transition from a race basin to a certified-deployment basin as an open socio-technical problem, not as something this statement settles.

Appendix C gives the institutional translation: procurement, insurance, licensing, liability, compute access, and release rules can change what receives deployment leverage. The hard test is whether they give an uncaptured corrector a timely handle when a dangerous capability or weak safety case appears.
